According to IGN, Japan’s Commercial Broadcasters’ Association issued a formal statement on November 26 warning that OpenAI’s Sora 2 video generation model could “destroy Japan’s content production culture and ecosystem.” The association, which represents 207 companies including Japan’s major TV channels, specifically called out Sora 2 for creating content “identical or highly similar to anime and other content owned by our members.” This follows OpenAI’s public release of Sora 2 on September 30 and the Japanese government’s formal request in October for the company to stop infringing on Japanese IPs. The broadcasters argue that OpenAI’s offer to let companies retroactively “opt out” of Sora 2 training is insufficient since “copyright infringement has already occurred.” They’re demanding AI companies prevent generation of copyrighted content and proactively remove existing infringing material.
Japan draws a line in the sand
This isn’t just one industry group complaining – it’s becoming a coordinated national response. The broadcasters’ statement comes just weeks after Japan’s Content Overseas Distribution Association, representing heavyweights like Bandai Namco and Studio Ghibli, made similar demands. And honestly, they’re not wrong to be concerned. When you can type “Pikachu fighting Mario” into Sora 2 and get a convincing 20-second clip, that’s crossing into territory that traditionally required licensing deals worth millions.
Here’s the thing: Japan’s entire content economy is built on character IP. Stanford Law professor Mark Lemley told CNBC that OpenAI is “opening itself up to quite a lot of copyright lawsuits by doing this,” and he’s absolutely right. We’re about to see some massive test cases that could define the boundaries of AI training for years to come. The fundamental question is whether training AI on copyrighted material constitutes fair use or infringement – and right now, the content industries are clearly betting on the latter.
And honestly, the retroactive opt-out approach feels like closing the barn door after the horse has bolted. Once the model is trained on your content, the damage is done. You can’t un-train an AI model any more than you can make someone forget something they’ve learned. So what’s the solution? Paying licensing fees for training data?
